Migrate from horizon-flake-parts@0.7.0 to standard flake-parts structure. Replace flakeModules/ with nix/ directory. All modules use the local: parameter pattern. Pinned nixpkgs for GHC 9.8.4 compatibility. Validated with nix flake check.
