Update to nixica 0.9.0

Summary

• Update nixica to 0.9.0
• Adopt named-arg mkFlake API
• Rename dev/ to ci/ partition directory
• Remove gitlab-ci from root inputs (CI provided by nixica fallback)
• Use nixica-ci module with root.enable for test flake discovery
