Add extra top-level GitLab CI config support

Adds gitlab.ci.extraConfig for arbitrary non-job top-level GitLab CI YAML, including GitLab CI Component include support. Local static checks passed; GitLab CI should be used as the Nix verifier because WSL networking and Docker were unavailable locally.
