Fix nixica-supported-systems

nixica-supported-systems should be enable guarded, should support flake exposed, but CI should only be enabled on x86_64-linux and aarch64-darwin targets, and x86_64 host. nixica-ci should do the same kind of logic in horizon-ci and horizon-supported-systems.
