Convert lib.nix to importAndPublish

Smartypants requested to merge lib-import-and-publish into master

Summary

  • Convert lib.nix to use importAndPublish pattern, publishing as flake.modules.flake.nixica-lib
  • Include nixica-lib in the nixica flakeModule bundle
  • Remove duplicate flake.lib option from nixica.nix
