Fix: revert broken nix standardization on lts/ghc-9.4.x

The standardization bot replaced the entire flake.nix with a bare template that had no horizon-core input, making the branch non-functional as a package set. This restores the original working flake.nix with horizon-core@lts/ghc-9.4.x.
