Update rio and unordered-containers on ghc-9.10.x
Updates rio from 0.1.23.0 to 0.1.24.0 and unordered-containers from 0.2.20.1 to 0.2.21, then regenerates package set with horizon-gen-nix -j12.
This update resolves package availability issues in the Hackage database.
