Renovate to nixica/horizon-advance shape (9.6.x)

Smartypants requested to merge fix/horizon-advance-refresh-lts-ghc-9.6.x into lts/ghc-9.6.x

Restructures lts/ghc-9.6.x to the canonical nixica + import-tree shape, refreshes horizon-advance lock from 2024-02 to current (picks up MR !206 (closed)), and adds tmp-postgres as a platform-specific override. See commit message for full details.
