Renovate to nixica/horizon-advance shape (9.10.x)

Smartypants requested to merge fix/horizon-advance-refresh-lts-ghc-9.10.x into lts/ghc-9.10.x

Fixes the syntactically broken half-merged flake.nix, restructures to nixica + import-tree, refreshes horizon-advance lock from 2024-06 to current (picks up MR !208 (closed)), and adds 14 platform-specific transitive overrides. See commit message for full details.
