Add missing core libraries

Raoul Hidalgo Charman requested to merge raoulhc/horizon-core:add-missing-core-libs into sts-945

Without this you end up with duplicate packages which can cause issues. Discovered this while trying to get hls working dynamically which is needed for TH support.

Probably want something similar going in to master, so can raise a similar PR for that, but wanted this working for horizon-platform which is still on 9.4.5.
